Fat removal procedures like liposuction will permanently rid you of targeted fat cells, but if you gain weight, you will see it in other areas of your body as the remaining fat cells will expand as they normally do.
The best thing is that maintaining a healthy diet and exercise program will improve your overall health and what looks better than feeling great.
